The Freedom in the 50 States 2017-2018 index from the Cato Institute measures freedom across a range of over 230 policies and across personal, regulatory and fiscal dimensions. The Human Freedom Index presents the state of human freedom in the world based on a broad measure that encompasses personal, civil, and economic freedom. Human freedom is a social concept that recognizes the dignity of individuals and is defined here as negative liberty or the absence of coercive constraint. The United States has slipped to its lowest level in world rankings of economic freedom, according an annual index released Wednesday by the conservative Heritage Foundation.
